Method & notes
IN BRIEF

The normalized view changes the scale of comparison, but it still measures complaint workload rather than service quality.

METHOD & LIMITATIONS

How the numbers were calculated

PulseKita divides each PBT's published complaint count by its exact DOSM MyCensus 2020 local-authority population and multiplies by 10,000. The numerator periods are full-year 2023 and Jan-Oct 2024, so this is a population-normalized workload comparison, not a contemporaneous 2024 incidence rate.

  • The denominator is the PBT/local-authority-area population, not district population.
  • The 2023 frame covers a full year; the 2024 frame only covers January-October.
  • A higher complaint rate can reflect reporting behaviour, channel awareness or service usage as well as service problems.
  • The Klang denominator is the 2020 Census M.P. Klang local-authority area, corresponding to the authority now known as MBDK.
