Siasatan is not sabitan: how SPRM enforcement activity moved from 2020 to 2024

How the numbers were calculated

PulseKita transcribes the published annual SPRM totals for kertas siasatan, tangkapan, pertuduhan and sabitan. The four values are annual activity totals, not a cohort funnel: a conviction recorded in one year may relate to an investigation or charge from an earlier year.

• Siasatan, tangkapan, pertuduhan and sabitan are stored as distinct legal statuses.
• An arrest is not a charge; a charge is not a conviction. PulseKita only labels a case as convicted when a source explicitly records a court conviction.
• Do not divide one stage by another to infer a prosecution or conviction rate from this chart because the annual totals are not necessarily the same cases.
• For 2024, the contemporaneous January 2025 SPRM statement reported 453 individuals charged; a later 2026 SPRM media summary reported 454 pertuduhan. This V1 preserves 453 and documents the discrepancy.
