The Group Settlement Areas framework strengthens planned land settlement.

The legal framework standardises group settlement, land ownership conditions and resettlement, allowing FELDA to open new schemes in a more systematic and economically scaled way.

By 1989–1990STATUS

The land-opening phase reaches national scale.

FELDA Palong 16 becomes the final new scheme in Peninsular Malaysia in 1989, followed by FELDA Sahabat 2 in East Malaysia in 1990.

1996DECISION

Federal operating grants stop as FELDA moves toward self-financing.

FELDA increasingly relies on its own commercial activities and corporate entities to support operations and complete the plantation value chain.

2010sWARNING

The commercial model becomes more complex — and more controversial.

FELDA's corporate expansion, investment decisions and financial sustainability become national policy issues, eventually leading to a government White Paper on how to restore long-term sustainability.

WHY WAS FELDA MORE THAN A PLANTATION PROGRAMME?

The model combined land, housing, credit, agriculture and community formation.

Settlers received more than a job.

The scheme linked productive agricultural land with settlement, housing and organised social infrastructure, creating entirely new rural communities.

Scale turned FELDA into a national demographic project.

By 1990, more than 112,000 families had entered 317 schemes, making FELDA communities a major part of rural Malaysia.

Maturity creates different problems from land opening.

The policy questions today concern ageing plantations, second-generation livelihoods, productivity and financial governance rather than clearing new land.
