Anwar appears in court with a black eye.

The visible injuries turn his detention into an institutional crisis. Anwar pleads not guilty to corruption and sodomy-related charges and says he was assaulted in custody.

A later Royal Commission found then Inspector-General of Police Abdul Rahim Noor responsible for the assault.

WHY DID REFORMASI MATTER BEYOND ONE POLITICIAN?

The movement changed opposition organisation, public protest and the language of institutional reform.

The black eye turned a political dispute into an institutional accountability issue.

The Royal Commission finding that the sitting police chief had assaulted a detainee damaged public confidence and made police accountability a core Reformasi-era issue.

Reformasi accelerated opposition coalition-building.

Keadilan's formation and the 1999 Barisan Alternatif coalition created a new structure for opposition cooperation even though the coalition itself later fractured.

The legal cases remained politically contested even while court judgments had legal effect.
